City guides are general Texas guidance based on statewide rules and city size. They have not been individually verified against each city's official sources.
Who governs your address?
- Inside city limits: the city issues building permits.
- In a city's ETJ: the city may control subdivision/platting; the county handles most else.
- Unincorporated county: few building permits, but county floodplain, septic and driveway rules apply.
Not sure? Look up your address on your county appraisal district map — it shows the taxing city, if any. MUDs, HOAs, and TxDOT may add their own requirements.
